I granted 'Allow log on locally' to a non-admin but still can't shadow the console session. Any ideas?

I just tested and you dont have to be an admin. It does however appear that you have to have the "logon locally" right.

It would seem that you have to be a local admin to shadow the console session. Is there a way to allow this action without giving an account local admin privileges?
